IL&FS to set up 4,000 MW super-critical thermal power plant in Gujarat
Infrastructure financing and project development firm IL&FS (Infrastructure Leasing & Financial
Services Ltd) has requested the coal ministry to provide long term coal linkage for its upcoming 4,000 MW
coal-fired power plant in Gujarat. The project, scheduled to start in June, 2017, would be the single-largest
private generation power project in the country.
8IL&FS has floated a special purpose vehicle, Nana Layja Power Company Ltd (NLPC), for implementing the project
in the Mota Layja village of the state's Kutchh district.
8The project, which is part of the Special Economic Zone (SEZ) that IL&FS is setting up in Gujarat, will be set
up with super-critical technology and a desalination plant of 60 MLD capacity.
8The utility has proposed to use blended coal in the ratio of 70 (Indigenous) : 30 (Imported) as a feed stock
for the thermal plant.
8"NLPCL has already initiated for tie-up of 30% of total required coal from the mines of Australia/ Indonesia/
USA/ South Africa and 70% of the total required coal would be indigenous for which coal linkage application is
being submitted.", IL&FS said in a recent missive to the coal ministry.
L&FS has submitted to the coal ministry the current status of the various milestones associated with the
coal-based project.
8Land Acquisition: The project would require approximately 1,350 acres of land including the green belt. Most
of the land has been acquired by the SEZ Company and NLPCL has entered into an MoU with the SEZ Company for
transfer of the land on 45 years lease basis. Most of the land is fallow or barren land.
8Project Development Studies: The Detailed Project Report (DPR) for the TPP has been completed. The site
specific Flora and Fauna studies, Geotechnical studies, Hydrological studies and Topography survey of the site
have also been completed. Seismic Study, Comprehensive Socioeconomic Study, EIA study is underway.
8Power Off-take: It is proposed to tie-up 85% of generated power on long term basis with utilities through
Case-I bidding process and remaining 15% through short term tie up.
8Power Evacuation: The project would be connected through PGCIL transmission lines up to the nearest Regional/
National Grid system. Beyond the Regional/ National Grid system, Long Term Open Access would be sought from
PGCIL/ RLDC. Load flow studies will be done by PGCIL.
8Captive Port: It is proposed to unload the imported as well as domestic coal at Captive Jetty being set up by
the IL&FS Group Company at sea side which is around 8 km south from the TPP site. Application for GMB (Gujarat
Maritime Board) permission for above jetty has been submitted and approval is awaited.
8Supply and Erection Contracts: Supply and Erection orders for Main and BoP will be placed to suitable
suppliers and contractors upon achieving financial closure. The supply and erection orders are expected to be
finalized by August 2013.
8Environment Clearance: MoEF has prescribed the terms of reference (ToR) for carrying out the environment
impact assessment (EIA) dtudies during its 36th meeting held on 14-15th November 2011. EIA studies are
currently underway. It is expected to complete public hearing by April 2013 and final Environment Clearance
(EC) by June 2013.
8AAI Clearance: AAI has provided the No Objection Certificate (NOC) for construction of Chimney.
8Water Linkage Clearance: The project is based on sea water and GMB has granted permission for drawl of sea
water and also issued NOC for construction of sea water intake and outfall structures.
