China stops key wind provinces from connecting projects in 2017

This includes projects which have already been approved.

China’s National Energy Administration (NEA) published the Notice of Publishing the Results of 2017 China Wind Warning Mechanism (the Notice) on 22 February 2017, according to a research from MAKE.

The NEA evaluates the performance of each province using seven indicators and publishes the warning results annually, which aim to encourage IPPs to invest in wind power rationally and sustainably.

Inner Mongolia Autonomous Region of China (IMAR), Heilongjiang, Jilin, Ningxia, Gansu and Xinjiang provinces received red warnings in 2017 and will not be allowed to approve or connect new projects (including projects which have been approved, are under construction and have been installed) to the grid in 2017.

NEA changed the warning result of Hebei province from orange in 2016 to green in 2017, while it changed the result for IMAR from orange to red.

The red warnings from the NEA require the GW-level national wind bases of the Zhundong district (5.2GW), the “Hundred Mile” district (6.8GW) in Xinjiang provinces and Jiuquan district phase II batch II (5GW) in Gansu province to suspend construction. Chengde district phase II (2.87GW) in Hebei province is required to be fully commissioned and put into operation in 2017.
