SECI issues two tenders for 2.4GW of solar projects

The upper tariff ceiling for both tenders is capped at $0.038/kWh.

The Solar Energy Corporation of India (SECI) has issued two requests for proposals (RfS) to set up interstate transmission system (ISTS) - connected solar projects totalling 2.4GW, Mercom India reports.

One of the tenders is looking for solar developers to set up 1,200MW of the ISTS-connected solar photovoltaic (PV) projects under global competitive bidding (ISTS-V) to be developed across the country. The upper tariff ceiling is capped at $0.038 (IDR2.65)/kWh, and bid submissions will be accepted until 31 July.

Meanwhile, the other tender issued will select developers to set up 1,200MW of solar PV projects connected to the ISTS network in Madhya Pradesh. The tariff ceiling for this tender was also capped at $0.038 (IDR2.65)/kWh, and the bid submission deadline is on 9 August.

The projects may consist of any number of blocks, each in multiples of 10MW, with a minimum capacity of each block being 20MW.

Both tenders reportedly mentioned that the land, connectivity and long-term open access (LTOA) are within the scope of the project developer.

SECI will shall enter into a power purchase agreement (PPA) with the successful bidder for 25 years.

The projects need to achieve financial closure within 12 months and have to be completed within 18 months from the effective date of the PPA. The maximum time allowed for the commissioning of the full project capacity is 24 months.
