China proposes quota for solar panel exports to EU
Conditional on being taxed at low or zero rates.
China is offering a quota for its solar panel exports to the European Union amid a trade row involving punitive EU tariffs on Chinese-made solar panels. The amount China proposes, however, is less than 20% below total Chinese exports in 2012 and depends on their being taxed at low or zero rates.
China offered to cap its annual exports of solar components to the EU at 10 gigawatts, or half of China’s yearly output, according to the National Development and Reform Commission, the top economic planning agency.
China. However, insists that shipments within the quota should be either tariff free or low rate and those over the limit taxed according to relevant rules.
